Buffer Monitoring

I was admiring this site's stream test tool and wondered how the performance % was worked out and if there were any pre existing tools that I could use to constantly monitor my stream for buffering etc

I think the admin Jay is the creator however i haven't seen any posts from him lately. Still would be sweet if i could monitor it from remote locations and things
